Iranian President Hassan Rouhani said on Wednesday that China, Russia, and European powers France, Germany, and the United Kingdom have 60 days to improve economic ties with Iran or it will keep its excess enriched uranium and heavy water instead of shipping them overseas - two requirements of the deal.

Rouhani denounced European countries for seeing the U.S. as the world's "sheriff" and said their view kept them from making "firm decisions for their own national interests".

The White House said it would continue its "maximum pressure" campaign on the Iranian government until it stops supporting terror groups, ends destabilizing activities in the region, gives up any nuclear weapons efforts and ends its development of ballistic missiles. Weapons-grade uranium needs to be enriched to around 90 per cent.

He said Iran's letter was vague, but the US will wait and see. Some high-ranking U.S. officials believe that there are only conservatives and ultra-conservatives in Iran. "We strongly urge them to reconsider what they said in their letter", he said.

The United Kingdom has called on Tehran not to take escalatory steps.

China, a key Iranian ally and trading partner, suggested that Washington's recent decision to deploy an aircraft carrier group and a bomber wing to the Middle East to confront unspecified threats from Tehran had added fuel to the fire.

"We sent messages to Tehran to say that we were determined to implement the agreement, that we really wanted them to stay in this agreement even though we took into account the complexity of the situation and passed on the same messages to our American allies", the source said. Russian Foreign Minister Sergei Lavrov noted that Iranian demands for INSTEX to facilitate its crude exports are "absolutely legitimate".

The European special payment channel the Instrument in Support of Trade Exchanges (INSTEX) will permit financial transactions that bypass USA sanctions, Zarif said, adding a mechanism similar to INSTEX can be implemented with other countries, including Russian Federation and Turkey.

"The path we have chosen today is not the path of war, it is the path of diplomacy", Iranian President Hassan Rouhani said in a speech Wednesday, which marks the one-year anniversary of U.S. President Donald Trump's violation of the nuclear agreement.

The sanctions target Iran's steel, aluminum, copper and iron sectors, which provide foreign currency earnings for the nation's sagging economy.

The United Nations' nuclear watchdog says Iran has continued to comply with the terms of the 2015 nuclear deal, which saw it limit its enrichment of uranium in exchange for the lifting of economic sanctions.

The New York Times on Monday cited senior USA officials that new threats by Iran against us troops in Iraq were behind the sudden deployment of an aircraft carrier strike group and Air Force bombers to the Persian Gulf.

Iran has pulled out of "some commitments" under the 2015 worldwide nuclear deal, a year after it was abandoned by the US.

It said deputy Deputy Foreign Minister Seyed Abbas Araghchi had handed the decision to the ambassadors of the five countries in a meeting on Wednesday.

The U.S. withdrawal from the nuclear deal in May 2018 and the ensuing sanctions imposed on Tehran halted promised global business deals and dealt a heavy blow to Iran's troubled economy.

The initial move was less drastic than many observers feared and didn't include any immediate steps to churn out more highly enriched uranium that could be the forerunner of a bomb.
