The public back-and-forth exposed the rancor between Mnuchin and Waters, a California Democrat who has promised aggressive oversight of President Donald Trump's administration and has long advocated for his impeachment. Mnuchin then responded, "If you wish to keep me here so that I don't have my important meeting and continue to grill me, then we can do that".

The deadline for the Trump administration to respond to Neal's request is Wednesday-but it appears unlikely that they will comply.

During congressional hearings this week, Rettig and Mnuchin both demurred on these questions, noting that the IRS is a bureau within the Treasury and has supervision over the tax-writing agency. "As I've said, we consulted - which I believe was appropriate of our legal department", Mnuchin said Tuesday.

"We would not ever ask for the White House's permission on this nor did they give us the permission". "I have no obligation", he claimed.

"If this is the way you will treat me, I will rethink" returning, Mnuchin said at one point. It's my job to supervise the IRS.

But he rejected Democrat lawmakers' suggestion that this could have been illegal or improper, saying it was merely a consultation and that he had not personally been involved.

"Remember, I got elected last time, the exact same issue, with the same intensity, which was not very much, because, frankly, the people don't care", Trump said as he left the White House for a trip to Texas.

On Sunday, Trump's acting chief of staff, Mick Mulvaney, said Democrats would "never" see Trump's tax returns. "This is a political stunt by my former colleagues".

Mnuchin had been in the House Committee on Financial Services hearing that Waters was chairing for over three hours, but said he needed to leave at 5 p.m.to meet a senior official from the Bahraini government. So that's the law.

"You are instructing me to stay here and I am canceling my meeting" with the Bahraini official, Mnuchin said.

When Nixon was first audited by the IRS, he was given a clean bill on his returns, but a subsequent audit of the same returns found that he owed almost $500,000 in additional tax on interest. "The Ways and Means Committee in particular has a responsibility to conduct oversight of our voluntary federal tax system and determine how Americans - including those elected to our highest office - are complying with those laws".

No matter what comes next, Democrats say they are ready for the fight.
