Released at the party office in New Delhi in the presence of Prime Minister Narendra Modi and BJP president Amit Shah, the "Sankalpit Bharat Sashakt Bharat" pledged to pass the bill if the party comes to power at the Centre.

Modi has made his strong stance on national security a key part of the BJP's election campaign, following a recent flare up in tensions with arch foe Pakistan, which also lays claims to Kashmir.

With the manifesto tagline "Sankalpit Bharat, Sashakt Bharat", the BJP promised to deliver on 75 promises by the 75th year of Independence in 2022 and pave the way for making India a developed nation by 2047 - the 100th anniversary of Independence.

Modi's BJP has consistently advocated ending Kashmir's special constitutional status, which prevents outsiders from buying property in the state, arguing that such laws have hindered its integration with the rest of the country.

Senior Congress leader Ahmed Patel said while the Congress manifesto had a picture of people on its cover page, the BJP document had only Prime Minister Narendra Modi's picture which reflected the difference in priorities of the two parties. "The world has drastically changed because of social media and things like that, the policies sometimes are lagging behind and procedures, which have to be followed, make us slow", said the official at the ECI, which has 300 people in its headquarters and others in states.

Congress spokesperson and Rajya Sabha MP Rajeev Gowda said he was hurt by some omissions in the manifesto like no concern for agricultural labour by the party that kept talking about "kisan" (farmer).
