It comes after reports earlier this week that North Korea was rebuilding facilities at a long-range rocket launch site that was recently dismantled as part of peace talks with the US.

Kim reportedly pledged to dismantle Sohae during his meeting with Trump in Singapore.

The news comes at a hard time for the Trump administration, which is already frustrated by the lack of progress on negotiations with the North, following the collapse of the second Trump-Kim summit in Vietnam's capital.

Prior to Kim Jong-Un and Trump's failed Vietnam talks, North Korean officials had said they were planning to launch two satellites, according to Lewis. The South Koreans have proposed semiofficial three-way talks with the United States and North Korea as it works to put nuclear diplomacy back on track. South Korea, meanwhile, favors building harmonious relations, including bringing the Korean War to an official end and expanding North-South ties.

Trump's envoy to North Korea, Steve Biegun, had lunch Wednesday at the State Department with his counterparts from Japan and South Korea. While the USA and South Korea have canceled their annual large-scale war games, Washington is poised to consider strengthening its sanctions on Pyongyang unless progress is made on denuclearization.

Meanwhile, 38 North, a website specializing in North Korea studies, said commercial satellite imagery indicates the rebuilding started between February 16 and March 2.

"What this administration tries to do is to show that there is no hostile intent", Joseph Yun, a former United States special representative for North Korea policy, said at the USIP meeting.

It was said that in a letter to a national conference of propaganda officials held in the North Korean capital earlier this week, Kim emphasised on the need to concentrate on building the socialist economy which has faced hardships because of global sanctions.

Asked if the two sides had reached an agreed-upon definition, the official said they "have the elements of one".

Lewis says when all the analyses are taken together, the possibility that North Korea is preparing to launch a long-range ballistic missile can not be ruled out.

It is not clear whether Kim's message may be aimed at easing concerns that North Korea could resume nuclear and missile tests that have been halted since 2018.
