Alexandria Ocasio-Cortez (D-N.Y.) to a child on Tuesday, and even belittled the freshman lawmaker as "adorable".

Chakrabarti not only ran Brand New Congress LLC, but was also Ocasio-Cortez's campaign manager and sat on the board of Justice Democrats, the group's website indicated as recently as January 8.

The complaint states that the Policy Center "has found reason to believe [the] Respondents knowingly and willfully violated 2 U.S.C. 434 (b)(5)(A)", a provision of US campaign finance law that requires the treasurer of any registered political committee to report the name and address of anyone who receives more than $200 in campaign-related spending from that committee, along with the dates and objective of that spending.

It is unclear in the filing who profited from the payments, according to the Post.

Chakrabarti tweeted about the unusual arrangement in response to media reports Monday.

In a blog post by National Legal and Policy Center Chairman Peter Flaherty regarding the complaint, he highlighted Ocasio-Cortez's history of advocacy against "so-called dark money" and in favor of transparency in money in politics, suggesting hypocrisy when it came to the actions of her top aide. "The ONLY way to do work for multiple candidates legally at this scale is to create an LLC and act as a vendor", the group said.

In a statement, David Mitrani, an attorney whose firm represents the PACs, Ocasio-Cortez's campaign and the LLC, said all four have operated "fully in compliance with the federal campaign-finance laws".

The group argues the committees skirted campaign-finance laws by paying the large sums for "strategic consulting" services to Chakrabarti's corporation without disclosing details on precisely how the money was spent and who ultimately benefited from the spending.

After starting Brand New Congress, he formed a Delaware-based LLC, Brand New Campaign LLC.

"We're looking for people who are good at what they do", he told MSNBC's Rachel Maddow in a 2016 interview.

Former Federal Election Commission lawyer Adav Noti said such an arrangement does mirror a practice used by "scam PACs" and raises a "warning flag", but he said there's no evidence to support a kickback allegation in this case.
