Delhi Hotel Association Vice President Balan Mani told news agency ANI that all safety norms were followed in the hotel adding that the accident occurred due to fire in ducting because of which it had spread to the hotel rooms.
A trip to the Wagah border with her family remained unfulfilled for Nalini, 83, and her children - Jayshree, 53, and Vidya Sagar, 55 - who were among the 17 killed in the fire at Hotel Arpit Palace here on Tuesday.
According to the fire officer, the hotel had fire-fighting equipment, but it is not known whether it was functional or not.
The Delhi government has ordered a magisterial probe into the massive fire, its Home Minister Satyendar Jain said.
At least four others were injured. Most people jumped out of the upper floors of the hotel to save their lives.
"We have confirmed with hospital authorities, the toll is now 17 including a child", Sunil Choudhary, a fire brigade official, told AFP.
Twenty-five fire engines responded to the blaze.
"There was wood panelling on the corridor because of which people couldn't use the corridors to get out".

The hotel is in the Karol Bagh district, a busy commercial centre crisscrossed by narrow alleys where electric wires dangle overhead.
"So I have also directed the fire department to inspect such multi-storeyed buildings which have five floors or more and submit a report in a week's time", he said.
Many structures, both old and new, lack proper fire exits.
Jain said hotels and similar establishments were not supposed to extend beyond four floors in that area. When I opened my door, I saw very dense smoke in the corridor area. "The two jumped off the building", Kenta said.
Prime Minister Narendra Modi condoled the deaths.
Building fires are particularly frequent in big Indian cities where millions live in cramped and dilapidated properties.
