Second Skripal poisoning suspect revealed as 'Russian doctor'

Russian President Vladimir Putin also insisted that Petrov and Boshirov were "civilians" and not agents of Russia's military.

The second of two Russians who Britain blames for the poisoning of former Russian spy Sergei Skripal was named by investigative website Bellingcat on Monday as a military doctor for Russia's GRU intelligence service. United Kingdom officials says they were poisoned with a nerve agent administered by Russian intelligence officers.

Bellingcat's identification process included multiple open sources, testimony from people familiar with the person, as well as copies of personally identifying documents, including a scanned copy of his passport.

Bellingcat said the real name of the man previously known as "Alexander Petrov" was Alexander Yevgenyevich Mishkin.

"In the period 2011-2018, Alexander Mishkin travelled extensively under his new identity".

Bellingcat last month identified Boshirov as a colonel in the GRU whose real name was Anatoliy Chepiga.

The group said it would provide forensic evidence and other information it used to conclude Petrov was Mishkin on Tuesday.

The Skripals survived after a lengthy hospital stay in intensive care.

"Until early September 2014, Mishkin's registered home address in Moscow was Khoroshevskoe Shosse 76B - the address of the headquarters of the GRU", Bellingcat's investigation concluded.

He graduated from the Military Medical Academy in Russian Federation and was probably a colonel or lieutenant colonel when Skripal and his daughter were poisoned.

The use of a banned nerve agent produced by the Soviet Union during the Cold War in a small English city has focused attention on the GRU, a Russian military intelligence unit that Western officials say is linked to a number of recent computer security hacks.

The US Justice Department also charged seven GRU officers in an alleged global hacking rampage that targeted more than 250 athletes, a Pennsylvania-based nuclear energy company, a Swiss chemical laboratory and the chemical weapons watchdog.

In July, UK woman Dawn Sturgess died from what British police say was contact with the poison which her partner found in a discarded perfume bottle.
