Twenty people have been killed in a horror road crash in upstate NY after a limo collided with pedestrians.

A limousine headed to a birthday party was going up to 60 miles per hour when it blew through a T intersection, killed two pedestrians, hit a parked auto and flew into a ditch, splintering trees and flinging bodies as all 18 people on board were killed Saturday in upstate NY, witnesses said.

The NTSB, a federal agency, is investigating the crash and will look at the adequacy of regulations for limousines, whose passengers are not required to wear seat belts.

The collision turned a relaxed Saturday afternoon into chaos at a spot popular with tourists taking in the autumn foliage. She says all four sisters were killed.

"They were fun-loving. They were wonderful girls", Douglas said.

Relatives told CBS News correspondent Tony Dokoupil the victims in the limo were a tight-knit group of family and close friends, most of them, from Amsterdam, a small city near Schoharie.

"You can't wrap you head around such a tragedy where you have four of your daughters die", Barbara Douglas, the aunt of the sisters, told reporters at the scene.

The 2001 Ford Excursion limo was traveling southwest on State Route 30 when it didn't stop at the intersection with State Route 30 A and collided with an SUV in the parking lot shortly before 2 p.m. Saturday in Schoharie, New York State Police First Deputy Superintendent Chris Fiore said.

The limo, which was bringing guests to a wedding, failed to stop at an intersection, and sailed into the parking lot of a nearby Apple Barrel, where it struck an unoccupied auto and two pedestrians, police confirm.

State police confirmed the death toll and said the crash involved two vehicles.

The National Transportation Safety Board was investigating, said its chairman, Robert Sumwalt.

The New York State Police and the Schoharie County Sheriff's Office responded to the accident, which occurred just before 2pm Saturday at the intersection of State Route 30 and State Route 30A, according to police.

Authorities didn't release names of victims or other specifics, but state police set up a hotline for family members. Autopsies were being conducted. "We've had three tractor-trailer type vehicles - they come down that hill too fast, they go though our parking lot and they end up in a field behind our business", she said.

The crash happened in Schoharie in upstate NY on Saturday shortly before 2pm. "They had everything going for them".

Kirby said she was inside the store when she heard the loud bang.

The other 18 victims in Saturday's crash were in the limousine.

Apple Barrel, a country store and cafe, closed after the crash and have since released a statement on Facebook. I commend the first responders who arrived on the scene and worked through the night to help.
