Two minutes later, the EAS test takes place - this is the system used by the President to send out messages during national emergencies via radio, television and other platforms.

A message box will appear on phones with a loud tone and vibration, similar to the alert cellphones receive for Amber Alerts, extreme weather and other threatening emergencies. "No action is needed", it'll read.

Next Thursday, the Federal Emergency Management Agency will do its first test of a system that allows the president to send a message to most USA cellphones.

The test had originally been scheduled for Thursday, Sept. 20, but was rescheduled. That test will assess the effectiveness of sending out "a national message and determine whether improvements are needed".

"The president will not originate this alert, say, from his mobile device", a senior FEMA official told reporters on Tuesday. About 25% of phones are expected to not receive the "Presidential Alert" for a variety of reasons (for example, if the devices are turned off or if the user is in the middle of a phone call during the test).

The wireless alert system launched in 2012. Eastern Time, everyone with a cellphone will receive a special test message, no doubt the first of many such tremendous messages, each one bigger and more successful than the last.

The Illinois Emergency Management Agency, along with its state partners at the Illinois State Police and Illinois State Board of Education are notifying residents of an upcoming test of the emergency broadcast alert system.

"This is part of what's called the Integrated Public Alert and Warning System, or IPAWS", said Tim Warstler, Stark County Emergency Management Agency director.

The cell phone alert will resemble the message seen above. "No action is required".

Users will not be able to block or otherwise opt out of the test "Presidential Alert" message.

"A system like this seems necessary in an era where most people are disconnected from "live" media like radio and television", Groeling said.

This is the first time the Wireless Emergency Alert system has been tested on a national level.

You can also expect that ear-destroying tone to go along with the WEA and EAS test messages.
