The hurricane, which strengthened to a Category 4 on Monday, is expected to intensify as it approaches the Carolinas, said John Quagliariello with the National Weather Service.

"Florence is expected to be an extremely risky major hurricane through Thursday", the NHC said in its latest bulletin.

On Sunday, Florence reached sustained winds of at least 74 miles per hour to be classified a hurricane.

It was moving west at 13 miles per hour, according to the National Hurricane Center. It is expected to strengthen and possibly become a Category 5 storm Tuesday before closing in on North or SC on Thursday.

Gov. Roy Cooper declared North Carolina under a state of emergency last Friday. Florence is still on track to make a late Thursday landfall somewhere between Charleston, South Carolina and the Outter Banks. He said US 278 and USA 21 would be "ready for reversal" at noon Tuesday, but a final decision on whether to reverse flow on the two highways would come later from local authorities. State officials say 245,000 people live in the affected area, but officials warned the storm could affect the entire state.

Authorities anxious about the storm's potential to unleash prolonged torrential rains and widespread flooding across several states, especially if it lingers inland for several days.

By way of comparison, the maximum intensity of Hurricane Maria, the storm system which path of destruction left nearly 3,000 people dead in Puerto Rico, was 277.8 km/h, (150 knots), the NHC said.

The State of Emergency Response Team, which includes the Emergency Management, State Highway Patrol and North Carolina National Guard, are ready to deploy. "We are hoping for the best and preparing for the worst", he said.

"While it is too soon to determine the exact timing, location, and magnitude of these impacts, interests at the coast and inland from SC into the mid-Atlantic region should closely monitor the progress of Florence, ensure they have their hurricane plan in place, and follow any advice given by local officials".
